CAP SD analyses policy in the fields of energy efficiency and sustainable energy. This includes system analyses, potential estimations, market research, sector analyses and cost-benefit analyses of policy measures. CAP SD advises on policy targets, policy instruments and on the planning of concrete measures, e.g. policy action plans.
Through our cooperation with SQ Consult, we can propose teams with sector specialists on, amongst others, industrial energy efficiency, energy efficiency in buildings, biomass, biofuels, and renewable heat. Experience
CAP SD has carried out policy-supporting analyses for various developing countries and for countries in Central and Eastern Europe. Based on these analyses national policy was formulated, among others in the housing sector, in combined heat and power production and in renewable energy. The largest barrier for the policy for promoting of energy efficiency and renewable energy lies in its implementation. Planning and implementing policy measures carefully is, therefore, of eminent importance. This is particularly true in developing countries and in Central and Eastern Europe due to limited available resources.
The efficiency and effectiveness of policy needs to be assessed ex-ante and needs to be monitored regularly. Thanks to a broad international experience, CAP SD not only advises governments and international organizations but also participates in conceiving concrete policy plans. In a recent assignment with SQ Consult, we have investigated the potential of local sustainable energy companies in the Netherlands.

CAP SD has worked for various national and international clients from both the public and private sector. This includes the European Commission, EBRD, World Bank and UNDP.
CAP SD has advised the Dutch government, and supported governments in several countries in Central, Eastern and South-East Europe on energy efficiency policy and legislation (Croatia, Serbia, Kosovo, Romania, Lithuania, Kazakhstan).
